DALLAS, Texas – A shooting at 6:40 a.m. on September 24, 2025, left two detainees dead and one critically injured after 29-year-old Joshua Jahn opened fire from a nearby rooftop on a U.S. Immigration and Customs Enforcement (ICE) Dallas facility. Joshua Jahn was also pronounced dead from a self-inflicted bullet to the head.
Jahn was seen driving into the area at about 3 a.m. with a large ladder atop his vehicle, which is believed to have been used to climb to the roof of a nearby building. He then opened fire at around 6:30 a.m. using a legally obtained bolt-action rifle he purchased in August 2025.
In the hours following the shooting, investigators located several shell casings with anti-ICE messages written on them. According to a statement from the Department of Homeland Security, “The shooter fired indiscriminately at the ICE building, including at a van in the sallyport where the victims were shot.” While no ICE agents were injured, Joseph Rothrock, special agent in charge of the FBI’s Dallas Field Office, claims that multiple shots were fired in the windows of the office building.
The Department of Homeland Security also notes the bomb threat on this facility by Bratton Dean Wilkinson, a 36-year-old U.S. citizen, who claimed to have a bomb in his backpack after arriving at the facility. Secretary Noem commented on this pattern, saying, “For months, we’ve been warning politicians and the media to tone down their rhetoric about ICE law enforcement before someone was killed.”
Authorities located handwritten notes in Jahn’s home that indicated his participation, plan, and unclear motives. Acting U.S. Attorney for the Northern District of Texas, Nancy Larson, said that among the many notes one read “yes, it was me.” Other notes were critical of ICE and hoped to avoid injuring detainees. In addition, several other notable items were found in Jahn’s home including downloaded documents of Homeland Security facilities, multiple internet searches for ballistics information, videos of the assassination of Charlie Kirk, and apps that tracked the presence of ICE agents. From this information, FBI Director Kash Patel says Jahn was involved in a “high degree of pre-attack planning.”
The victims of the attack include deceased 37-year-old Norlan Guzman-Fuentes from El Salvador and 32-year-old Miguel Angel Garcia-Hernandez from Mexico; as well as critically injured Jose Bordones-Molina from Venezuela. In an exclusive interview with NPR News, Stephany Gauffeny, pregnant with what would have been Hernandez’s fifth child, spoke about the critical condition of her husband Miguel Angel Garcia-Hernandez. At the time of the interview, Hernandez was on life support in critical condition and shackled, although he was unconscious.
“It hurts to think like, what if he never gets to meet his son,” Gauffeny tells NPR News. “I want his name to be known, I want people to know who he really was. He wasn’t just an immigrant or a detainee, or a criminal.” Hernandez was pronounced dead two days later on September 29, 2025, at 11:48 p.m.
